Los Angeles ADU Permit Requirements Overview

ADU and garage conversion projects in Los Angeles must satisfy requirements across multiple areas — zoning, building code, fire safety, energy efficiency, and utility connections. Zoning and Land Use Requirements

  • Property must be in a zone permitting residential use (R1, R2, R3, R4 or equivalent)
  • ADUs must meet objective zoning and design standards set by the Los Angeles Municipal Code

(LAMC §12.22 A.33)

  • Properties in the Coastal Zone may require an additional Coastal Development Permit (CDP)
  • Properties in hillside areas may have additional requirements

Building Code Requirements for Los Angeles ADUs

  • Minimum ceiling height of 7 feet in habitable rooms

  • Fire separation requirements between ADU and any attached structures

  • Natural light and ventilation requirements for all habitable spaces

Energy Efficiency Requirements (Title 24)

All Los Angeles ADU and garage conversion projects must comply with California Title 24 Part 6 energy efficiency standards. Requirements include minimum insulation R-values for walls, ceilings, and floors, energy-efficient windows and doors, HVAC equipment efficiency standards, and in some cases solar-ready or solar installation requirements per the California Energy Code.

Utility and Infrastructure Requirements

  • Electrical service: separate sub-panel or new meter for the ADU (or shared service from the main panel

depending on load)

  • Plumbing: kitchen sink, bathroom fixtures, and appropriate drainage connections
  • Sewer: connection to the existing sewer system; sanitation fee may apply for new connections
  • Water: 'will serve' letter from water purveyor may be required
  • Fire sprinklers: required for detached ADUs over 500 sq ft in some circumstances; confirm with LADBS

ADU Impact Fees and School Fees

One of the most important financial considerations for Los Angeles ADU projects is impact fees. Under state law, ADUs smaller than 750 square feet are exempt from local development impact fees — a significant savings compared to new construction. ADUs of 750 square feet or larger pay proportionate impact fees based on the ratio of the ADU size to the main dwelling size.

School districts may assess school impact fees on ADUs larger than 500 square feet. These fees are collected separately from city permit fees and vary by school district.
