Los Angeles ADU Permit Inspections Overview

ADU and garage conversion projects in Los Angeles require inspections at multiple stages of construction. LADBS inspectors verify that the work complies with the approved plans and applicable building, electrical, plumbing, mechanical, and energy codes. A Certificate of Occupancy — which is required before anyone can legally occupy the ADU — is issued only after all final inspections are passed.

Foundation and Framing Inspections

Foundation work and structural framing must be inspected before being concealed by drywall or other finishes. For garage conversions, the LADBS inspector typically reviews the existing foundation's adequacy for the new ADU use, any new or upgraded footings or slab work, wall and roof framing modifications, shear walls and lateral bracing connections, and fire separation assemblies between the ADU and any attached structures.

Rough-In Inspections (Electrical, Plumbing, Mechanical)

Before walls are closed with drywall, rough-in inspections are required to verify that electrical wiring, plumbing piping, and mechanical ductwork are correctly installed. This includes electrical panel, circuits, and outlet rough-in, drain, waste, and vent (DWV) piping installation, water supply piping, gas piping and pressure testing if applicable, and HVAC ductwork installation.

Insulation and Energy Inspection

California Title 24 energy compliance requires an insulation inspection before drywall is installed. The inspector verifies that insulation R-values meet Title 24 requirements for wall, ceiling, and floor assemblies, that window and door installations meet energy code requirements, and that any required air sealing is complete.

Final Inspection and Certificate of Occupancy

The final inspection is the most important milestone for your Los Angeles ADU project. During the final inspection, the LADBS inspector verifies that all construction matches the approved plans, all systems (electrical, plumbing, HVAC) operate correctly, the ADU meets habitability standards, required smoke and CO detectors are installed, and the property address is properly identified for the ADU.

Upon passing the final inspection, LADBS issues a Certificate of Occupancy (C of O). This document is legally required before the ADU can be occupied or rented. Do not move tenants or guests into the ADU before receiving the Certificate of Occupancy.
