Los Angeles Solar Permit Inspections Overview

Solar panel installations in Los Angeles require multiple inspection stages — from LADBS building and electrical inspections to LADWP utility inspections for grid interconnection. Understanding the complete inspection sequence helps you plan your project schedule and ensures no approvals are missed before the system is turned on.

Pre-Installation Inspection (If Required)

For some Los Angeles solar projects — particularly those on older homes or roofs with unusual framing — LADBS may require a pre-installation inspection to verify that the roof structure is adequate before panels are mounted. This inspection allows the inspector to view the rafter size, spacing, and condition before they are covered by the solar mounting system.

Rough-In Electrical Inspection

After electrical conduit, wiring, and disconnect switches are installed but before any conduit is embedded in walls or concealed, a rough-in electrical inspection is required. The inspector verifies wiring methods and conduit installation, grounding conductor routing, disconnect switch location and accessibility, and Rapid Shutdown System (RSS) component installation.

LADBS Final Inspection

The LADBS final inspection is required after all solar panels, inverters, wiring, disconnects, and electrical connections are complete. During the final inspection, the LADBS inspector verifies that the installation matches the approved plans, panels and mounting hardware are properly secured and waterproofed, all electrical labeling is complete and correct (including RSS and DC voltage labels), fire access setbacks are maintained, and the system is ready for utility interconnection.

LADWP Utility Inspection and Permission to Operate

After the LADBS final inspection is approved, LADWP sends a solar inspector to verify the system for net metering and interconnection approval. The LADWP inspector confirms system size, tilt, orientation, and any shading factors, verifies anti-islanding protection of the inverter, confirms that equipment matches what was submitted in the interconnection application, and inspects for any substandard installation conditions.

Following the LADWP inspection approval, LADWP installs the net meter and formally issues Permission to Operate. Only after PTO is received can the solar system be turned on and begin generating power.

Fire Department Inspection for Battery ESS

Battery energy storage systems require a separate Fire Department plan check approval and field inspection before the system can be energized. The Fire Department verifies compliance with NFPA 855 and LAFD requirements for battery installation, clearances, ventilation, and emergency shutoffs. Plan the ESS inspection timeline in parallel with LADBS inspections to avoid delays.
